[R-sig-Geo] Pre-GDAL 2: rgdal changes

Magic! This is really good news, thanks so much.
But, I get this:
sudo R CMD INSTALL rgdal_0.6-28.tar.gz

For building this version, at least GDAL version 1.3.1 is required.
