[R-sig-Geo] error in compiling rgdal 0.8-14

[Roger Bivand]

rgdal 0.8-15 just accepted on CRAN now works with the forthcoming PROJ 
4.9.0. It has been tested with 4.7.1 and 4.8.0 too, so should be backward 
compatible.
