[R-sig-Geo] Inteference of high nugget for dense data

Dear Group,

I am fitting a variogram for rainfall data at 2 location.

Location 1) Less dense data 
Location 2) High density data

I get a high nugget for Location 2). Can this be expected? Should high
density of data lead to smaller/ zero nugget.
