This has a number of steps, including importing, re-projecting, filtering, plotting (with your choice of background etc), so

I'd start with a quick look at http://cran.csiro.au/web/views/Spatial.html, 

then in R type :

> vignette("sp")

Then get down to the library or bookshop and get a copy of 

Bivand, R. S., Pebesma, E. J., & Gomez-Rubio, V. (2008). Applied spatial data analysis with R. Use R!, Use R! Series (p. 378). Springer.
