Thanks for the explanation! OK, so probably I can not change that. But then probable workaround might be to start installing all the dependencies manually (by downloading the Window Binaries) and then try again for the main package? Will it work?

As Jeff said, quantmod is on CRAN and the Windows binary is available,
so the problem is likely with your local mirror.
