Garrett correctly points out that most of the R user group meetings I am
aware of are announced on meetup.com.

None of these, to the best of my knowledge, are specific to finance, but
to R or statistical data analysis more generally.  Finance is sometimes
a topic of these meetups, so signing up for updates on locations
convenient to you is advised. 

For R in Finance, there is the annual R/Finance conference in Chicago,
and the RMetrics seminar at Meielisalp, Switzerland.
