You might try setting blpapi.jar.file = "full path to your jar file" in blpConnect.
This has at times worked for similar problems. I think the code tries hard to find
the file in standard places, but sometimes needs help.
(Haven't tries on 2.11.x yet though.)

Hi Jorge,

I think I ran into a similar issue that was solved by running the
Bloomberg API Diagnostics (in the Bloomberg folder in the Windows Start
Menu) and proceeding with the repairs.
