[R-sig-Fedora] Fedora 42 R source build issues

Ummm, we should probably allow some more time for packages and other code that use extensive amounts of tcltk code to check for issues. Rcmdr & extensions would be one case, but there are people out there doing non-trivial applications (and not always using the cleanest code).
