Well, it's the story of my life, but things are still not working.  I 
followed your instructions (as above) and got:

If there's an easy fix, please tell me.  Otherwise feel free to say "Oh 
stuff this for a lark!" and carry on with doing useful things instead of 
worrying about my crap.  I can certainly live without being able to 
build info and html versions of the R manuals.  I just wanted to 
eliminate that annoying little glitch if possible, but it's looking like 
it's too much of a snarl-up to be repaired with a reasonable amount of 
effort.
