Dear Ali,

you asked this question already last summer and we told you how to 
start. However, your new question is completely unspecific, so it is 
unlikely that someone can do more than pointing you to some relevant 
books and papers. You probably know:

Soetaert, K and Petzoldt, T (2010) "Inverse Modelling, Sensitivity and 
Monte Carlo Analysis in R Using Package FME", Journal of Statistical 
Software 33(3).

Related to water resources modeling with R there is now a recent 
publication about:
