Thanks to Prof Nash and Dirk, I was missing deb-src entries on the main
Debian repos.
I went to Administration->Software Source, selected "Enable source code
repos"
Then the following file appeared :

$ more /etc/apt/sources.list.d/official-source-repositories.list
deb-src http://packages.linuxmint.com debian main upstream import

deb-src http://debian.linuxmint.com/latest/ testing main contrib non-free
deb-src http://debian.linuxmint.com/latest/security testing/updates main
contrib non-free
deb-src http://debian.linuxmint.com/latest/multimedia testing main non-free

deb-src http://extra.linuxmint.com debian main
$

Then it worked :

$ sudo apt-get update
$ sudo apt-get build-dep r-cran-rgl

Thanks!
Matt
