inst/ is the right answer; how to organize it in inst/ will be hashed
out by the 'invisible hand'.

For now, I see two CRAN packages bundling skills:

 - golem uses inst/agent-skills:
https://github.com/cran/golem/tree/2a6b7d54b6e8c9600ac64493f3cbd908a7df491d/inst/agent-skills
 - mirai uses inst/skills:
https://github.com/cran/mirai/tree/060c400833c6b7d37826a9f50cd44ce14f3d6fb1/inst/skills

I've also started tracking repo-level LLM metadata, though I probably
need to take a pass at better organizing this project:

One problem I see is that since skills can be in natural language it would be harder to catch malicious content, but I know I have some skills I have developed for my own use that in my last go-rounds on my packages I thought it would be neat to generalize and make available.
