I think this resonates with the fine work Ivan had already done. I suspect
you have a bad local with the repo information (possible PACKAGE.rds) and it
does not get overwritten correctly making you "stuck" at that error. This
might explain why you fail for both binary and source mode for that (default)
repo.

Switching to a different repo, in this case a r-universe one, leads to a
different repo into file being used and avoids the error.

So as Ivan mentioned, you need to trace which file gets read where and see
why it fails. The trying to remove that file.
