Richard ... they are by different maintainers. They also are built with completely different underlying technologies... creating a bitmap is easy, deciphering one is difficult and may not be necessary in the same workflow and there may be different compiled code available optimized for different use cases (clean vs with optical interference) so it makes perfect sense to me.
