I think that win-builder R-devel <https://win-builder.r-project.org/> is
the same machine as the CRAN r-devel-windows-x86_64 machine (at the very
least, the CPU description of win-builder matches that from
<https://cran.r-project.org/web/checks/check_flavors.html#r-devel-windows-x86_64>).
