[R-pkg-devel] Fixing travis build fail due to fftwtools fatal error (fftw3.h: No such file or directory)

Adding the following to .travis.yml:

before_install:
  - if [ "$TRAVIS_OS_NAME" = "linux" ]; then sudo apt-get -y install
libfftw3-dev ; fi

did the trick!
