[R-pkg-devel] BSD_3 without organization

In my recent submission to update d3r
https://cran.r-project.org/web/packages/d3r/index.html, CRAN reviewer
states.

No ORGANIZATION field for the 3_clause?

I chose BSD_3 to match d3.js license.  I see many instances of R and JS
packages under BSD_3 with no ORGANIZATION.  Is there a requirement that
ORGANIZATION be populated, or is this optional?
