The issue (basing a comparison on a version and the filedate) that was
highlighted by Jinsong is specific to CRAN and how it now thinks it can
combine versioning and rebuilds.

Other (non-R) repositories rely strictly on version numbers and secondary
sets of versions (for things such as partial archive rebuilds) as trusting
the timestamps can indeed be "tricky".
