[R] issue with update.packages(), library 'utils'

Dear all,
What is the conclusion of this discussion? If the issue is due
|to the 'Last modified' / .builtData that apparently changes on the
repository every day, although the version numbers of packages are not
changed |
should then be solved on CRAN side? Are CRAN maintainers going to do
that? Or should the issue be raised to R-devel in order to be solved on
the ‘utils’ library side? Or should R users get used to this issue
indefinitely?
