https://cran.r-project.org/mirror-howto.html in order to create a CRAN
mirror.

The people who have blocked you are probably accessible via
CRAN-sysadmin using R-project.org. (Normally, it should be possible to find
out this information by visiting
<https://cran.r-project.org/CRAN_team.htm>, but you're blocked, so you
can't.)
