Here is a way with grep.
i <- grep("^P|^Y", df$val, ignore.case = TRUE)
df$val[i] <- "POS"
i <- grep("^N", df$val, ignore.case = TRUE)
df$val[i] <- "NEG"
i <- grep("\\d+", df$val)
df$val[i] <- "NUM"
is.na(df$val) <- df$val == ""
df
