I tried your examples and they behave as expected. Second one opens D:/ and
third should be setwd("D:/Data/") to open in Data folder.

Platform: x86_64-w64-mingw32/x64 (64-bit)
Running under: Windows 10 x64 (build 18363)
So the problem is in your setting.
