[R] How to install libisl.so.19 on chromebook?

I am trying to install minpack.lm on R 3.3.3 on a Chromebook. But I
get this error:

I tried to install  libisl.so.19 but:

$ sudo apt-get install libisl19

E: Unable to locate package libisl19
```
I downloaded libisl.so.19 for debian, but where shall I place it?
Is there an easier way to install this library?
