[R] Rtools required

Thanks. I visited the Rtools web page and learned to run the following 
lines. I am still getting the same warning message.

 > writeLines('PATH="${RTOOLS40_HOME}\\usr\\bin;${PATH}"', con = 
"~/.Renviron")
 > Sys.which("make")
                               make
"C:\\rtools40\\usr\\bin\\make.exe"
