[R] [FORGED] Logical Operators' inconsistent Behavior

My apologies if I was not clear enough,

TRUE & NA could be either TRUE or FALSE and consequently is NA.
why is   FALSE & NA = FALSE?  NA could be TRUE or FALSE, so FALSE & NA
should be NA?
