Indeed, that solution is usually the most straightforward one. For better or worse, this question is really about your operating system and its use of file access permissions, which is completely outside the scope of this mailing list and is for most people a hairy mess of complexity. For similar reasons I recommend vigorously AVOIDING the use of the Windows "Run As Administrator" option when installing the R software.
