Hi,
I can't answer the question about R 3.3.3, but I don't see anything in the update notes.

In the meantime, would it skirt your issue if you explicitly stated the format?
x <- as.POSIXct("2002-02-02 02:02", format = "%Y-%m-%d %H:%M")
