[R] uninstalled and reinstalled R, now cannot install packages

Hi,

If your PC connects Internet via proxy server, you have to run
Rgui.exe with option "--Internet2" (i.e. Rgui.exe --Internet2).

If my suggestion doesn't make sense,     please ignore.
