As that path contains a space, it would need to be quoted.  Also, I 
think you want gswin32c.  So try

gswin <- shortPathName("c:/Program Files(x86)/gs/gs9.07/bin/gswin32c")
Sys.setenv(R_GSCMD = gswin)

Paul: please take a look at how dev2bitmap does this.
