If you mean you have an unbalanced experiment/observation data set, what balancing strategy would you be willing to accept? (for example, are you looking to delete data to achieve balance, or use imputation to invent new data to fill the gaps?)

There are several imputation packages about; look up 'imputation in R' to get a selection.
