anova() needs a model object, not a formula, as its first argument:

anova(lm(HSuccess ~ Veg, data=data.to.analyze))

Alternatively, you can use aov(), with summary(), to get the ANOVA table:

summary(aov(HSuccess ~ Veg, data=data.to.analyze))
