[R] submission of some functions to base package

  You should probably start on a discussion on the r-devel <at>
r-project.org mailing list.  You *could* submit them to the R bug 
reporting system as "wishlist" items.

  However, I would strongly recommend that you read this first for some
reasons why you might want to put the functions in your own package.
