[R] Rprofile.site on Windows

Hi All

I am struggling to get R to read the Rprofile.site file from the R_HOME/etc folder. 

I know it isn't working because I change the prompt in the Rprofile.site file. In addition, when I run "source('R_HOME'/etc/Rprofile.site") from the prompt, the prompt gets changed and other environmental variables get set. 

Any ideas?
