[R] How to run Bibtex with pdfLatex in StatEt/MikTex on Windows ?

That sounds like a StatET question.  You should get bibtex if you run R 
CMD texi2dvi --pdf (or R CMD texi2pdf in the upcoming R 2.14).

But you can always just run bibtex manually...
