I do not think that is necessary:
plot(1:10, xlab=expression(delta^18*O~VSMOW["‰"]))
(I wasn't sure if the [.] operation was supposed to be a subscript.)
I generally avoid spaces in plotmath expressions and use tildes "~" to
accomplish any needed spaces. The asterisk "*" is the non-spacing
separator between elements.
