You seem to need to read up on basic R programming. That would appear  
to be an assignment task for which an indexed solution would be much  
more appropriate. It is really rather bizarre to walk along a vector  
(as you do for `mass`) without doing anything in the function body  
with the index.

H <- vector(64, "numeric")
H[2:64] <- fuel[1:63]

It appears that for some value between 1 and 63, a value for mass[j]  
is missing. Without a better description of the data (specifically  
`mass`), not much more can be said.
