You can easily do this by:
qplot(x=as.factor(sch),y=est, geom='point', colour='red') +
geom_pointrange(aes(x=as.factor(sch), y=est, ymin=lower.95ci, ymax=upper.95ci))+
xlab('School') + ylab("Value-added")+theme_bw()
