[R] testInstalledBasic

Hi Uwe,

Thank you for taking the time to look into this!

I created the function my.test by modifying testInstalledBasic with the line change you list below and then ran:

Sys.setenv(LC_COLLATE="C")
my.test('basic')

I get the same error message as before:
