You might want to contact the maintainer of SuppDists (cc'd).
Presumably, the C code uses inappropriate starting values
for those cases.
Meanwhile, here's a simpler way to generate your table:
for(i in seq_len(ncol(har)))
har[, i] <- qmaxFratio(.95, 2:(nrow(har) + 1), i+1)
