[R] equating approximate values

The arrayInd help page is shared by the which help and which has an  
arr.ind=TRUE option that let's you encapsulate both steps:

which( abs(outer(x, y, "-")) == min(abs(outer(x, y, "-"))),  
arr.ind=TRUE)
