No, since ".dll" is the extension in this case:
See ?.Platform which has an element "dynlib.ext" containing the 
current's platform specific extension.
That one contains the extension such as ".dll", ".so" and so on.

Therefore fooEXT evaluates to foo.so under Linux, for example.
