One possibility is:
R> k <- c(1,2,3,4,5)
R> i <- c(0,1,3,2,1)
R> tt <- c(1, 2, 4, 3, 2)
R> data.frame(k=rep(k, tt), j=unlist(sapply(tt, function(ii) i[1:ii])))
k j
1 1 0
2 2 0
3 2 1
4 3 0
5 3 1
6 3 3
7 3 2
8 4 0
9 4 1
10 4 3
11 5 0
12 5 1
Not sure whether this is generalisable to your real problem...
