You could also use lattice + Hmisc:

require(Hmisc)
dd$hosp.sort <- reorder(dd$hosp, dd$rate)
Dotplot(hosp.sort ~ Cbind(mortrate, CI.lower, CI.upper), data = dd, abline = list(v = mean(mortrate), col = "red"))
