A Google search reveals SVGAnnotation is an Omegahat hosted package. 
http://www.omegahat.org tells us to use

   install.packages(packageName, repos = "http://www.omegahat.org/R")

and the Windows binary 2.10 repository seems to be fine.

So what is your problem?
