[R] How to specify R CMD INSTALL arguments

In case anyone finds this in the archives while looking for something
to do with --configure-args, I've eventually hit on the right syntax.

--configure-args='SPRNG_ROOT=/usr/local/sprng2.0'

So, no braces or $ characters.  Double quotes might also work.
