[R] Install RCurl in Linux

It seems you need a later curl -- 7.15 is rather old (and I think 
incomplete as a version number) and 7.19.5 is current.

It is helpful to tell us what version of packages (here RCurl) you are 
trying to use, as well as your precise OS.

That should be part of the default paths.
