[R] .libPaths(new) stopped working in 2.10

Does that directory exist? .libPaths("foobar") silently does nothing,
because (on my system) "foobar" is not a directory. (This is documented
behaviour, though it would perhaps be friendlier if it gave a warning
when it dropped a requested addition.)
I don't think this is new behaviour...
