[R] package to convert coordiantes to timezone

There is a geonames package.

> library(geonames)

> GNtimezone(-38.01,147)
              time countryName rawOffset dstOffset countryCode
gmtOffset lng          timezoneId    lat
1 2009-08-03 10:23   Australia        10        10          AU
11 147 Australia/Melbourne -38.01

Not sure why I get this error but I think this is what you are after,
