It's not clear exactly what you want, but try something like:
library(maps)
map("world", xlim=c(35, 100), ylim=c(-5, 35), interior=FALSE)
lat= c(-5,0,5,10)
long=c(35,40,45,50)
points(long, lat, col=2)
