Simple enough in lattice:
library(lattice)
z <- rbind(cbind(as.data.frame(exp), type = "exp"),
cbind(as.data.frame(ref), type = "ref"))
z$type <- factor(z$type, levels = c("ref", "exp"))
xyplot(V2 ~ V1 | type, data = z, type = "h")
